OFFICE MEMORANDUM

Sub: OM No.38/37/08-P&PW (A) dated 6th April, 2016 of DP&PW: Delinking of revised pension from qualifying service of 33 years.

            Attention is invited to previously issued OMs to Ministries/Departments/ AGs/UTs by CPAO on the subject mentioned above. It is observed that progress in disposal of such cases has declined in spite of repeated requests for early settlement of pending cases and out of 89,481 cases, 25,692 cases are still pending for revision. To avoid delay in payment of revised pension and arrear to the pensioners, special drive is required to clear these cases

            It is requested to clear all the pending revision cases by 31st December, 2016.PAOs may be instructed to revise the remaining pending cases and send the revision authorities to CPAO for further authorization. It is also requested that in case some pending revisions are not covered under this OM, a certificate may be sent to CPAO in this regard so that these cases may be removed from the pendency list.

Sub: 7th Meeting of Committee on Allowances – 
Oral Presentation on Allowances pertaining to DAE in specific

Dear Comrades,

        As intimated earlier the 7th meeting of Committee on Allowance under the Chairmanship of Secretary expenditure was held on 14th December 2016 at the Conference Room, Ministry of Finance, North Block, New Delhi at 3.00pm. The first presentation was Defence officials.

Thereafter by 4.00pm the oral presentation of Department of Atomic Energy was started. Representing NFAEE, Jayarajk KV, Secretary General and Gaddam Ramesh (Jt. Treasurer) was attended and on behalf of DAE, Shri. Govardhan (Controller, BARC), SS. Prasad Rao (Under Secretary, SCS/DAE and Chetram (JFA/DAE) were attended.

After introduction, the Secretary Expenditure requested to the Federation representatives to present the issues pertaining to DAE. Secretary General in brief explained the Allowances which are specific to DAE employees as well as common Allowances of which having impact on DAE employees. On following Allowances, Secretary General briefed:

·        Update Allowance
·        Qualification Incentive Scheme (QIS)
·        Nuclear Research Plant Supporting Allowance (NRPSA)
·        Overtime Allowance
·        Night Duty Allowance
·        Transport Allowance
·        National Holiday Allowance
·        Dress Allowances
·        Nursing Allowance
·        Risk & Hardship Matrix
·        Other Allowances

In between the presentation the Secretary, Expenditure and one or two other officials asked clarification on certain issues. There after asked the Department to present their views on issues referred by NFAEE. In response to that the Controller in BARC informed the committee that the comments on issues were submitted to the Implementation Cell in which recommended to the Government to consider issues referred by the Federation. Controller BARC also mentioned that the proposal on revision of PRIS (O), PRIS (G) and PRIS (I) is pending with Department of Expenditure and requested to approve the proposal at the earliest.

Before conclusion the Officials of the Implementation Cell requested to DAE to submit in writing with the financial implication and the number of employees effected at the earliest.

The meeting concluded by 5.00pm.

Before the meeting, NFAEE representatives and the DAE officials had an informal meeting at the Dhruva Guest House.

Though the Chairman of the meeting was not prepare to comment on issues, at large, it is a satisfactory meeting as we could present our issues and could brought the attention of the Government on issues such as Update Allowance, QIS, NRPSA, Overtime Allowance, Night Duty Allowance, Dressing Allowance, Nursing Allowance, etc. Regarding all other Allowances, we told that the proposal of National Council (JCM) is acceptable to us.  

DAE has been intimated that a detailed note on Allowances in respect of DAE along with Financial implications and the number of beneficiaries has been submitted to Department of Expenditure on 20th December 2016 in which almost all allowances has been recommended to to consider the revision as suggested by NFAEE.

Apart from the above referred Allowances, DAE also mentioned about PRIS, Special Pay (To Scientific Officer “H” and above), Two Increments to SO ‘D’ and above and Prospecting Allowances for field workers of AMD in the note.

Against the Attack on Livelihood in the name of Demonetisation

COUNTRYWIDE PROTEST DEMONSTRATION ON 3RD JANUARY 2017

 The secretariat of CITU, which met in New Delhi on 19-20 December 2016 has called upon the working people to voice their protest through holding country wide massive demonstrations on 3rd January 2017 against the so called demonetisation drive of the BJP led government at the centre, which has imposed serious hardships upon the workers, particularly those in the unorganised sector, on the farmers, on the small business people, small traders and street vendors etc. CITU demands the government to mitigate the sufferings of the people by ensuring availability of cash in adequate amounts and immediate payment of wages to all the workers.

 The CITU secretariat noted that all over the country thousands of small and medium sized units and businesses have closed. The services of lakhs of contract and casual workers, fixed term employees, trainees, apprentices etc have been terminated without payment of any compensation. Migrant workers employed in construction, brick kilns and plantations are forced to go back to their villages as no work was available. Transport, automobile ancillary production, power looms etc have been seriously affected. Workers have not been paid their wages. In several places the employers are forcing the workers to share the cost of exchanging old notes.

 The government which initially said that the measure was intended to curb black money is now talking of evolving a ‘cashless economy’. Many eminent economists have made it clear that demonetisation cannot be an effective measure for curtailing black money as cash forms only a small proportion of around 3 to5% of the black economy. The super rich and big-business who evade taxes and generate black money invest in real estate, speculation, gold and jewellery or stash it in foreign countries have not been touched, rather are being allowed to continue their loot and plunder on the exchequer and the people.  Talking of converting India into a ‘cashless economy’ at this point of time, when around 35% of our villages do not have banking facilities and optic fibres  for internet coverage have been laid in only 9000 out of the total 6 lakhs villages, is nothing but ridiculous. Overwhelming majority of the unorganised sector workers and daily-wagers are not having live bank accounts; in that situation, making payment of wages through banks compulsory will empower the employers to harass the workers on wage-payment. That can be conceived only after ensuring bank accounts for all workers and bank branches in the vicinity of all habitations in towns and villages, that too with the consent of the workers.

Simultaneously, every other day the Govt has been imposing restriction in withdrawal or exchange of demonetised notes, the latest one being one-time dispensation of Rs 5000/- in respect of exchange/deposit although it is still ten days left for the last date for exchanging demonetised currency notes till 30th December 2016.  

 This measure is only intended to help finance capital by sucking in people’s money into the banks for their recapitalisation so that they can provide cheap credit to the big corporate and business houses. 

CITU calls upon the workers to participate in the demonstrations in large numbers on 3rd January 2017 throughout the country demanding immediate payment of their wages and making available cash in adequate amount.

URGENT

Sub: ONE DAY STRIKE ON 15.02.2017

Dear Comrades,

          The historic March to Parliament declared ONE DAY STRIKE on 15th February 2017 as a mark of protest against the breach of assurance and betrayal by the Group of Ministers of NDA Government and to uphold the self respect and dignity of the entire work force of the Central Government Establishments and Aided /Autonomous Body under Central Government and Pensioners.

          Being part of the March to Parliament NFAEE and its affiliates also become the part of historic decision and now it is the responsibility of all affiliates, and Nuclear Worker to implement the STRIKE decision and make it grand success.

          Confederation of Central Government Employees and Workers in the Executive Meeting held on 16th December 2016 took the following decisions:

01.To serve the STRIKE Notice on 28th December 2016 to the Government and to the Head of the Department. STRIKE Notice should be given to the Head of the local units also.  
02.To organize demonstration on the day of serving STRIKE Notice, i.e. on 28th December 2016 in all units.
03.To hold Mass Dharna on 10th January 2017 at all District and State Capitals.
04.To conduct campaign programme in all States after 15th January 2017 in which Secretariat members of the Confederation of C. G Employees & Workers shall attend
05.To publish and circulate widely Posters, pamphlets, etc to reach the message of the STRIKE to the entire central government employees
06.To hold Press Conference where ever possible to get the media coverage
07.The Managing/Executive Committee meetings of all affiliated organizations should convene immediately to plan campaign programmes in detail.
08.Letters may be given to the elected representatives to take up the matter with the Government and to seek the support on our genuine demands. Etc. etc

The copy of the circular issued by Confederation is attached along with this letter.

All the affiliates are requested to carry out the above mentioned programmes successfully.

a.   Convene the Managing /Executive Committee meeting immediately and take decision to serve the STRIKE Notice on 28.12.2016.
b.   Serve the strike notice on 28.12.2016 to the Secretary to the Department of Atomic Energy through Head of the Units. (Draft copy of the Strike Notice along with charter of Demand is attached)
c.   Participate in the Mass Dharna on 19th January 2017 at the District/State Capital wherever the Confederation of CG Employees and Workers organizing the programme. If no programme nearby, affiliates are requested to organize the Mass Dharna programme in front of the Gate of unit.
d.   Participate in mass in the Campaign programme being organized by Confederation of CG Employees and Workers at the District/State Capital
e.   Organise Gate meetings, demonstrations, etc to mobiles the employees and invite the leaders of NFAEE/Confederation of CG Employees & Workers, Trade Unions, etc to address the gathering. Inform the NFAEE Head Quarters about the proposal for holding campaign programme such as explanatory meetings, gate meetings, demonstrations such as morcha in the residential area, etc and need of any NFAEE leaders or Confederation leaders to address  such campaign programmes.
f.    Print and circulate pamphlets among the employees in vernacular language to educate the employees.
