Sub: Usage of Indian Currency of Rs 500/- & 1000/-

Dear Comrades,

Please find herewith the attached copy of the letter written to the Jt. Secretary (AA), DAE. All are requested to take up the matter, if not raised the issue with the administrative heads to allow to use the old notes of Rs500 and Rs1000 denominations in Canteens till 24th November 2016 or further if the Government extend the date for usage of old notes.
Also request to take up the matter for disbursing the salary for the month of November 2016 in cash to all employees. This issue may be taken immediately to the concerned so that they can make the arrangements in consultation with the Bank Authorities authorized by the unit concerned
This may be treated as very urgent.

Sir,

This is in continuation with the NFAEE letter no. nfaee/sg/16/236 dated 10th November 2016.

The situation explained in the above letter is further worsened. After one day holiday for Bank, when reopened today, no ATMs are functioning. In Banks hundreds of employees are in queue.

For example, in Mumbai where the DAE employees are in thousands are facing the hardship at the high level. Today, in BARC and in Anushaktinagar all ATMs are closed for want of notes of Rs100 denominations. In BARC in front of SBI branch since morning hundreds of employees are in queue for withdrawal and exchange the invalid notes of Rs. 500 and Rs 1000 denominations. In short the employees are on duty but not in work place. This is the situation for the last 4 working days after the declaration by Hon’ble Prime Minister to the nation about the decision to demonetisation of Rs 500 and Rs1000/- ob 8th November 2016. The same is the situation in all DAE units and more disrupted in the remote areas.

Government has clarified yesterday that the situation likely to continue for more days. The Finance Minister intimated that to make ATMs full fledge operational; it may take about 3 weeks’ times. Considering the hardship, the Government decided to allow to use the banned note till 24th November 2016, which was earlier permitted only upto 11th November 2016.
Considering the hardship the employees facing, we would like to suggest the following to ease out the situation:

·         Allow all employees to use the old note of Rs500 and Rs1000 till 24th November or late if the Government decided to extend further in all Departmental canteens and private Canteens operating in all DAE units across the country.

·         Accept the old notes of Rs500 and Rs1000 in all cash transactions in the Department such as refunding balance of advances, etc.

·         Instruct the Co operative societies to accept the old notes of Rs500 and Rs1000 in their daily business.

·         To keep in abeyance all the instructions issued not to accept the old notes of Rs500 and Rs1000/- till 24th November or further instruction.

Since the Prime Minister himself opined that to normalise it may took about 50 days, we further request you that give directive to all units to make arrangement to disburse the salary for the month of November payable on 30th November 2016 in cash.

COM. DIPEN GHOSH PASSED AWAY
Com. Dipen Ghosh, Ex-MP and veteran leader of left movement and CPI (M) expired on 13.11.2016 at Kolkata. He was a great leader and guiding spirit of Central Government employees movement. He joined commercial Intelligence & Statistics department, a Central Govt. organization in the year 1953. From 1956 he was the General Secretary of Central Government Employees Co-ordination Committee, West Bengal State. He continued as the President of the organization from 1982. He had led the employees movement not only at the state level but also at National forums. He was the Vice President of All India Defence Employees Federation. Twice he remained in jail custody for 23 months. He was detained without trial under MISA for his active involvement in the historic Railway strike of 1974. During the dark days of Emergency he was imprisoned for 19 months at a stretch and was dismissed from his job. Later he was reinstated after protracted legal battle.
In 1981 he resigned from his job and was elected to the Rajya Sabha as CPI (M) MP from West Bengal. He continued as an MP for 12 years. He was a prolific writer and contributed to numerous magazines and periodicals. He has written a number of books on left movement and contemporary social issues.
