Sub: 7th Meeting of Committee on Allowances – 
Oral Presentation on Allowances pertaining to DAE in specific

Dear Comrades,

        As intimated earlier the 7th meeting of Committee on Allowance under the Chairmanship of Secretary expenditure was held on 14th December 2016 at the Conference Room, Ministry of Finance, North Block, New Delhi at 3.00pm. The first presentation was Defence officials.

Thereafter by 4.00pm the oral presentation of Department of Atomic Energy was started. Representing NFAEE, Jayarajk KV, Secretary General and Gaddam Ramesh (Jt. Treasurer) was attended and on behalf of DAE, Shri. Govardhan (Controller, BARC), SS. Prasad Rao (Under Secretary, SCS/DAE and Chetram (JFA/DAE) were attended.

After introduction, the Secretary Expenditure requested to the Federation representatives to present the issues pertaining to DAE. Secretary General in brief explained the Allowances which are specific to DAE employees as well as common Allowances of which having impact on DAE employees. On following Allowances, Secretary General briefed:

·        Update Allowance
·        Qualification Incentive Scheme (QIS)
·        Nuclear Research Plant Supporting Allowance (NRPSA)
·        Overtime Allowance
·        Night Duty Allowance
·        Transport Allowance
·        National Holiday Allowance
·        Dress Allowances
·        Nursing Allowance
·        Risk & Hardship Matrix
·        Other Allowances

In between the presentation the Secretary, Expenditure and one or two other officials asked clarification on certain issues. There after asked the Department to present their views on issues referred by NFAEE. In response to that the Controller in BARC informed the committee that the comments on issues were submitted to the Implementation Cell in which recommended to the Government to consider issues referred by the Federation. Controller BARC also mentioned that the proposal on revision of PRIS (O), PRIS (G) and PRIS (I) is pending with Department of Expenditure and requested to approve the proposal at the earliest.

Before conclusion the Officials of the Implementation Cell requested to DAE to submit in writing with the financial implication and the number of employees effected at the earliest.

The meeting concluded by 5.00pm.

Before the meeting, NFAEE representatives and the DAE officials had an informal meeting at the Dhruva Guest House.

Though the Chairman of the meeting was not prepare to comment on issues, at large, it is a satisfactory meeting as we could present our issues and could brought the attention of the Government on issues such as Update Allowance, QIS, NRPSA, Overtime Allowance, Night Duty Allowance, Dressing Allowance, Nursing Allowance, etc. Regarding all other Allowances, we told that the proposal of National Council (JCM) is acceptable to us.  

DAE has been intimated that a detailed note on Allowances in respect of DAE along with Financial implications and the number of beneficiaries has been submitted to Department of Expenditure on 20th December 2016 in which almost all allowances has been recommended to to consider the revision as suggested by NFAEE.

Apart from the above referred Allowances, DAE also mentioned about PRIS, Special Pay (To Scientific Officer “H” and above), Two Increments to SO ‘D’ and above and Prospecting Allowances for field workers of AMD in the note.
