NJCA UNANIMOUSLY RESOLVES TO DEFER THE INDEFINITE STRIKE

Dear Comrades,

The National Joint Council of Action (NJCA) met at the Staff Side office, JCM, New Delhi on 6th July 2016 at 11:30 AM to take stock of the strike preparation. During the discussions, the Convener received an invitation from the Honourable Home Minister, Shri Rajnath Singh for discussion. Accordingly following members of the NJCA met the Home Minister in a delegation.

The issues in the Charter of demands were discussed with special reference to the 7th CPC related demands. The delegation brought to the notice of the Honourable Home Minister that the NJCA has not received a communication from the Government over the assurances held out on 30th June, 2016, when the NJCA delegation met the Honourable Home Minister, Finance Minister and the Railway Ministers. On 30th June 2016, the Government had assured to refer the revision of Minimum wage and fitment formula to a Committee. The Finance Minister has also clarified that the Government has taken the decision to implement the recommendation of the 7th CPC to bring about parity between the past and present pensioners. They added that such a communication in confirmation of the assurances will enable them to take a decision over the strike action which is to commence from 11th July, 2016.

The Honourable Home Minister assured the delegation that the Government will honour the assurances held out to the NJCA leaders on 30th June, 2016 and accordingly the Honourable Finance Minister, Shri Arun Jaitly will issue a Press Statement today, with copy to NJCA.

After the meeting with the Home Minister, the NJCA continues its meeting  at the Staff Side office, JCM, New Delhi,  reviewed the further developments leading to issue of a Press Release by the Government of India assuring consideration of the issues raised by the Staff Side relating to the pay scales and other recommendations of the Pay Commission by a High Level Committee. Then NJCA has decided unanimously to defer the Indefinite Strike in the background of meetings with the Ministers and the assurance by the Government of India.

Government assures Representatives of Unions representing employees of the Central Government that the issues raised by them relating to the pay scales and other recommendations of the 7th Pay Commission would be considered by a High Level Committee.

Representatives of Unions representing employees of the Central Government had met the Home Minister Shri Rajnath Singh, the Finance Minister Shri Arun Jaitley and the Minister for Railways Sh. Suresh Prabhu in the evening of 30th June, 2016. 

They had requested that certain issues raised by them in relation to the pay scales and other recommendations of the Pay Commission be allowed to be raised before a Committee of Secretaries looking into different aspects of grievances of employees in relation to the Pay Commission recommendations. 

The Ministers assured the Union leaders that the issues raised by them would be considered by a High Level Committee


Dear Comrades,

          In this back ground the Strike notice served by NFAEE and its affiliates also stands deferred till further instruction from NJCA/Confederation of Central Government Employees. Accordingly all Affiliates are requested to take action in the following manner:

·         All affiliates are requested to communicate to the Head of the units of the concerned units that as decided by the NJCA the proposed Indefinite strike has been deferred. 

·         All affiliates are also requested to hold general meetings of the employees on 8th July 2016 to communicate the latest development lead to defer the Indefinite Strike.

·         All affiliates further requested to print and circulate the pamphlets on 11th July 2016, the day on which Indefinite strike was suppose to start,  with certain  modification by incorporating the decision to defer the Indefinite Strike, since it is important to educate the members about the discrepancies of the pay commission recommendations and the attitude of the Government on Central Government Employees.  

·         All affiliates are requested to compile the activities carried out by each and every association about the campaign programmes being carried out since 9th June 2016 after serving the Strike Notice to the Department for compilation and review of the strike preparation in DAE.

It is a fact that certain affiliates has been taken the call of NJCA/Confederation of CG Employees and Workers very seriously and all the call given for campaign among the members was carried out, even spontaneously conducted programme.

AEEA, RMP Mysore, GSOEA, GSO Kalpakkam, NFCIWU, NFC Hyderabad, HWPM(M)EA & HWP(M)SASSA,  HWP Manuguru, BPKS,  HWP Baroda,  HWEU, HWP Tuticorine, DPS (DAE) EA & AIAEDPS (S)SA, DPS Mumbai, HRPU. HWP Hyderabad, DCSEMSA, DCSEM Mumbai,  HWBEA, HWB Mumbai, BRITSA, BRIT Mumbai, BARECAT, BARC Tarapur, AEW&SU, BARC Mumbai, etc were actively organized programmes to popularize the Indefinite Strike and explain the charter of Demands among the employees. 

Information has not been received from other Associations who all are served the Strike notice.

NFAEE Secretariat congratulates all affiliates and the membership of all affiliates for their active support and participation in the campaign programmes being carried out during the entire period, especially after 9th June 2016.
