Sub: Instruction by DAE to units not to sanction
CL or any kind of leave on/from 11.04.2016 - Reg

Sir,

          Please refer DAE Letter No. 3/1/2012 – IR&W – 3190 dated 4th March 2016 with a caption Posters Calling for Indefinite Strike. In the said letter DAE mentioned that they noticed that posters have been pasted in Notice Boards indicating the indefinite strike from 11th April 2016 against the recommendations of 7th Central Pay Commission. DAE further directed all Head of units through the said letter to ensure that no casual leave or any other kind of leave is granted to the employees.

          We would like to intimate the following with regard to the said letter:

·        * In the said circulars it was also mentioned that a Notice for Indefinite Strike form 11th April 2016 shall be served to the Department on 11th March 2016.

·        * No such notice has been issued by National Joint Council of Action (NJCA) to the Cabinet Secretary or NFAEE to the Secretary DAE.
·        
           *  We feel in such situation where no decision has been communicated to the Department be NFAEE or any union or association, directing the units not to sanction any kind of leave applications of the employees during the period was unwarranted.

          It is therefore requesting you to give necessary instructions to the concerned authorities to withdraw the above referred letter and communicate all Head of units to regularize the leave applications of the employees as it is summer vacation period.
