INDUSTRIAL ACTION MUST GO ON………..

MAKE 48 HOURS STRIKE A GRAND SUCCESS………..

Dear Comrades,

          National Federation of Atomic Energy Employees being an affiliate of CCGEW endorsed the call given by the Confederation of Central Government Employees & Workers (CCGEW) and NFAEE and all affiliates of NFAEE has been served the Notice to the Department and the concerned unit respectively for two day strike.

The Confederation of Central Government Employees & Workers (CCGEW) and National Federation of Atomic Energy Employees (NFAEE) have given a call to observe strike on 12th and 13th of February 2014 to pursue the 15 point charter of demands including constitution of 7th CPC and effective date of pay revision from 1.1.2014, merger of DA for all purposes, grant of interim relief, Compassionate Appointment, Revision of OTA and Night Duty Allowance, Rescind the PFRDA Act etc.  An obvious question should have rise in the mind of each member and well-wishers of Union/Federation that in which background this important decision has arrived by the Confederation.

For us strike is always a last resort to express our anguish, generally we never prefer for the same. After formulating the Charter of Demand, the Confederation had conducted series of campaign/action programmes like a March to Parliament on 26th July 2012 and one day successful token strike of Central Government Employees on 12-12-12. The strike was an eye opener not only to the government but for other Central Government organisations like Railways and Defence and the Railways and Defence Federations also started to demand the pay revision, interim relief, merger of DA, withdrawal of PFRDA Act, etc. at last the government announced setting up of VII-Central Pay Commission in the month of September 2013.

 After the debacle in the recent held assembly election in Delhi and other states, UPA – II Government not showing any effort to constitute the Pay Commission. Against the inaction of the Government, Confederation had conducted series of action programme like a parliament march on 12th December 2013, evening Dharna on 19th December 2013 & all India relay Dharna programme in the first week of January 2014 across the country followed by day long dharma at ‘Jandar Mantar’ New Delhi by leaders of CCGEW and affiliate Federations on 9th January 2014.   All the sincere efforts of the Confederation for a negotiated settlement on the charter of demands could not succeeded due to the above attitude of the Government.

As a result of the serving of strike notice to ease out the pressure an confusing the government employees Government issued a communiqué that Prime Minister approved the composition of 7th CPC on 4th February 2014. But there is no further announcement on Term of Reference, Date of Effect, Interim Relief, Merger of DA, and on other demands in the Charter.

Considering the political situation of the country and the forthcoming parliament election, Confederation and NFAEE has been decided to strengthen the campaign and industrial action programme to achieve other demands related to pay revision such as DA Merger, grant of Interim Relief, etc before the notification of Parliament Election. If the Government has not taken any decision before the election then the new Government will take its own time to prioritise the issues and we may be deprived of all such benefits.

In the above circumstances we have no other alternative than going on strike to compel the Government for a negotiated settlement. Considering the above mentioned circumstance the Working Committee meeting of NFAEE held at Hyderabad on 5th February 2014 unanimously decided to go ahead and join in the 48 hours nationwide strike by Central Government Employees.
