Meeting with Norm’s committee


As notified earlier, meeting with Norms Committee was held on 23rd October 2013 at 10.30Hrs at 4th Floor Meeting Room, Central Complex BARC. Federation was represented by A. Sathasivam, G. Manicaharai, Vijaykumar Yadav, Jayaraj. K.V, S. R. Singh and J.V.S. R. Krishna & the Staff side was represented by P. M. Worlikar, A. Sreedharan, Baburaj & Samkutty. Official side was represented by Shri S.K. Ghosh, Chairman Norms Committee & Chemical Engineering Group, Dr. B.N. Jagtap   Director, Physics Group, Shri. S. Govardhanarao, Dy Chief Executive NFC, Govindan Kutty CAO (P) BARC, S. Krishnan DEO (TC&TSC) BARC.
 

Chairman of the meeting Shri Ghosh welcomed the staff side and requested to present the views of the staff side on the existing norms and the anomalies arised while implementation. Com. Jayaraj KV, Secretary General expressed gratitude for the initiative of the Department for arranging the meeting and mentioned that our proposal shall be in three parts.

 
Com. A. Sathasivam, President of the Federation presented the Proposals of Works Assistants at the start thereafter Technicians by Com. Baburaj and Scientific Assistants by Com J.V.S. R. Krishna. Each presentation took 45 minutes and 15 minutes were spent on interact thereby the entire presentation went up to 13.30hrs.


During the period, more particularly since our General Council Meeting held at Kota – July 2012 onwards, affiliates have intensified various forms of struggles, with participation of hundreds of employees in support of NFAEE Charter of Demands, simultaneously the resolutions passed in the NFAEE Working Committee Meetings for launching DHARNA seeking initiative for negotiated settlement on demands to avert confrontation. Simultaneously indefinite strike ballot were also realised in pursuance of the call given by Confederation of Central Government Employees and Workers when other major organisations not started even the preliminary work.


In the bilateral meeting held between NFAEE and Additional Secretary on 25th May 2013 Department assured that the issues related to Norms shall be discussed thread bare in the Norms Committee and accordingly the meeting with Norms Committee was arranged.


The meeting was altogether constructive and focused on the issues crippling after the introduction of new norms with effect from 1.7.2011. Positive note was given for expediting the matter. The views presented by the Federation is already circulated to all affiliates.

 
Meeting with officials at DAE


On 24th October 2013, a delegation of NFAEE office bearers comprising A. Sathasivam, G. Mani Achari, K.G. Bilaskar, J.V.S.R. Krishna, S.R.Singh and P.M. Worlikar met available DAE officials namely Director (IRW) , Under Secretary(IRW) and Section officer ,SCS Section etc. and discussed the following points:


1)  Grant of Hierarchical Pay to MACP based on the Court Pronouncements


DAE already taken up the matter with DOPT and a response is awaited

 
2)  Meeting with Cadre Review Sub Committee


Based on the staff side proposals, official side also working out a draft and as soon as it gets shape, Staff side will allowed to present their views.

 
3)  CHSS Review


Tata Institute of Social Sciences was appointed as Consultant to review the whole gamut of issues of CHSS and asked time to submit report by 3months. It was emphasized that the introduction of CHSS in DAE on the different notion and the underlying principle can not be undermined by the review. Aided Institutions and AMD field stations also sought the extension of CHSS.

It was brought to the notice that in certain units “ undertaking of recovery of money in the event of non production of ration card before the temp medical card” was brought to the notice and it was replied that DAE never instructed to obtain such undertaking and assured that during the Administrative heads of the Meeting called on 30th , suitable instruction will be issued to the units concerned


4)  Security Staff Recruitment Rules


Under the consideration of Ministry of Finance consideration (Secretary, Expenditure)
 

5)  Canteen Recruitment Rules

 
Present one is executive Order of the Model recruitment rules. DAE is going to circulate DAE Canteen Employees Recruitment Rules and the provision will be made applicable to Industrial and Non Industrial units. The provisions pertaining to Industrial Units will have incorporation of Factories Act/Rules/ Minimum Wages Act provisions etc.


6)  Arbitration of Rs. 4000-6000 entry grade pay

7)  DPS Pay Structure

 
DPS staff side will be called for a meeting
