Dear Comrades,
The
National Executive meeting of NFAEE was held at the Conference Room, DAE Guest
House Kalpakkam on 12th August 2013 at 12.00 noon to discuss the
following agenda:
1.
Call given by the Confederation of Central
Government Employees & Workers
2.
Call given by the JCA of DAE – NPCIL – AI Employees
& Workers
3.
Any other matter with the permission of the chair.

Rao, U. Bharani intimated their inability to attend the National Executive
Commi8ttee meeting.
Meeting was
presided by Com. A. Sathashivam, President NFAEE
I Com. Jayaraj KV briewfely
explained the call given by the Confederation of CG Employees & Workers and
the JCA of DAE – NPCIL – AI Employees & Workers.
II After
a brief discussion the Meeting endorsed the call given by Confederation of
CG Employees & Workers and the JCA.
III Accordingly
decided to carry out the following programmes of action:
a- Conduct the signature campaign programme from 26th
August to 30th August 2013 on common charter of demands.
b- To take initiative to form local level JCA where
ever NFAEE affiliated organization exists.
c- To participate in the Relay Dharna from 2nd September to 7th September as
Campaign programme on 15 point charter of demands
d- Participate in the Conventions of CCGEW
state/district level
e- To conduct Strike ballot from 25th
September to 27th September 2013 to decide indefinite
strike on constitution of 7th CPC, Merger of DA, etc.
f- To convene
the Extended Working Committee meeting of NFAEE in the first week of October
2013 to discuss about the proposed Strike action by Confederation of Employees
& Workers.
g- To participate in the Trade union classes for
leadership of the Central Government Employees & Workers organizing by the
CCGEW at Mumbai on 15th & 16th
November 2013 and in the Working Women Convention of Central
Government employees at New Delhi.
h- To request all affiliates to convene their
Executive/Managing Committee meetings in between 9th
September and 23rd September 2013 and hold Public e
meeting, General Body, etc) on same day to brief about the programmes.
Secretariat Member/ National Executive Committee members of NFAEE shall address
both meeting.
i- To send observers to supervise the Strike Ballot in
all DAE units from 25th to 27th
September 2013.
IV The meeting also noted the
call given by all Central Trade Unions
i.
As a campaign programme, the Central trade unions
given a call to all work force of the country to organize against the price
rise, minimum wage @ 10000, etc to hold state level conventions, March to
Parliament etc.
ii.

iii.
December 12 , 2013 March to Parliament
All the
affiliates are requested to organize the programme of action proposed by CCGEW
& JCA

taken in the JCA Meeting
Dear Comrades,
The
first meeting of the Joint Council of Action for DAE – NPCIL – Aided
Institution Employees & Workers was held at the Conference Room, DAE Guest
House Kalpakkam on 12th August 2013 at 10.00 am to discuss the
following agenda:
4.
To review the proceedings of the All India
Convention of DAE – NPCIL – Aided Institution Employees & Workers held at
Mumbai on 29th June 2013.
5.
To review the programmes carried out after the
convention
6.
To finalise the Common Charter of demands
pertaining to the employees & workers of DAE – NPCIL – Aided Institution
7.
To finalise the future course of campaign and
action programme and broadening the JCA
8.
Any other matter with the permission of the chair.

Meeting was presided by Com. K. Palnisamy,
Chairman, JCA
I Com. Jayaraj KV presented
the review report. After discussion the meeting noted that the convention was
great success by way of participative nature and the discussion and decision
taken.
II Convener
reported the activities of JCA after the convention:
In the month of
July the resolution adopted by the convention was submitted to the Chairman AEC, Additional Secretary DAE and Chairman
Trombay Council. Also asked all participants to the send the copy of the
resolution to all Head of units.
Based on the
discussion a note on issues of Work Assistants also been submitted to the
Chairman Trombay Council through Additional Secretary DAE.
On 6th
August observed as UNITY DAY by placing posters, arranging meetings, etc
III Discussed
the points raised in the resolution and formulation of charter of demands.
a.
Common demands such as PRIS, Update Allowance, ACP
& MACP to all eligible categories of employees, Tribal Allowance, etc
should be added into the common charter.
b.
It is decided that all affiliates shall requested
to submit the additional common issues to be added into the charter of demand
before 19th
August 2013.
c.
The same shall be added and formulate the charter
of demand on common issues.
d.
The same shall be circulated
all participants of JCA through email by 22nd August 2013.
e.
A mass signature campaign should be conducted in
between 26th
and 30th August 2013 from all section of employees in
DAE/NPCIL/AI
IV It is proposed to conduct
an all India Seminar on the impact of the contracturisation on safety and
security of the nuclear installations in the country.
V The meeting decides to
form local level JCA for proper coordination among the trade unions at a
specific station or nearby. The meeting noted that the places such as Kalpkkam,
Tuticorin, Mumbai, Hydearbad, Tarapur, Kota, Kolkata, etc are stationed
multiple units of DAE employees. It is therefore decided to form of local level
JCA by this time.
VI Also the meeting noted the
call given the Confederation of Central Government Employees & Workers:
i.

VII The meeting also noted the

the afternoon on 12th August 2013 JCA members met Gen Sec Trade Union International on
Energy At
Kancheepuram and express their willingness to work together and briefed about
the
DAE and
non-implementation of certain ILO convention
