        Minutes of and All India Convention held on and 29th June 2013 is attached herewith

        The detailed minutes along with the points raised in the discussion and in the six sectional meeting and the corrected resolution will be prepared and on the way.

        The All India Convention of DAE – NPCIL – Aided Institution employees and workers held on 29th June 2013 at the multi purpose hall, BARC Training School Hostel.

        Delegates from 28 unions and associations were participated in the Convention. Break up from DAE – NPCIL – Aided units is given below:

BRIEF MINUTES OF ALL INDIA CONVENTION

        The Convention was inaugurated by Shri. S. Markhandeya, Controller BARC. In his speech he narrated the back ground of the Department of Atomic Energy, its Role in developing the Nation and the role of the work force in DAE. He opined that the employees and management are like family and all are equally interested in resolve the issues and problems of every section of employees. He further told that through dialogue only issues can be resolved and therefore all should be ready for dialogues. He conclude his speech by ensuring that the Trombay Council, Department and the Government will always ready for dialogue to resolve the issues and problems and expressed his interest to see the out come of the All India Convention of DAE employees personally and declared the convention was inaugurated and extended his wishes.

        Earlier Com. A Sreedharan, General Secretary AEW&SU, BARC extended welcome speech and a presidium consisting Com. K. Palanisamy Vice Chairman, JCC, NPCIL, Abhijit Bhattacharya Secretary General NFAIE and Com. M.B. Vijayakumar Yadav of NFAEE conducted the business session.

Com. K. Palni samy and Com. Abhijit also addressed in the inaugural session.

        There after the session break for Tea

        After tea break the session started with introduction of Key note address. Com. Jayaraj KV, Secretary General NFAEE elaborately explained the common issues effecting the workers and employees of all DAE establishments of all DAE units, NPCIL & its Power stations, and all Aided institutions. In his presentation  he high lighted the importance given by the Government and the special power to DAE, attempt of the Government to out source, down size and privatization, need of giving independent responsibility to AERB and the BARC Safety Council, the pathetic condition of Medical facilities, importance of safety and security of nuclear installations and the man power, recruitment and promotion policies, compassionate ground appointments, canteen facilities, special allowances as a compensation for workers in the radiation field, need of changes in the allotment rules, education for nuclear worker about the nuclear programme and its implementation, etc. Also he emphasized the need of the united movement of DAE employees along with the Central Government Employees & Workers in general for achieving and protecting the rights of Government employees.

        There after in the discussion, 19 delegates from various organizations participated and endorsed the key note and emphasized the need of a united movement of the Atomic Energy Employees & Workers.

        While summing up the discussion, Secretary General introduced a resolution to adopt and the same was adopted by the convention unanimously.

There after Secretary General NFAEE announced the declaration of the resolve for the following action.

  • Joint Council of Action Committee of DAE _ NPCIL _ AIDED INSTITUTIONS _ BHAVNI is formed to follow the common issues and problems of all DAE employees
  • Unity day be observed on 6th August 2013 in all DAE units
  • Next meeting of the JCA shall be held in the second week of August 2013.
  • The resolution adopted in the convention shall be submitted to the Chairman Atomic Energy Commission on 5th July 2013 and Head of all DAE units.

        The second session of the Convention adjourned for Lunch.

        The third session started after lunch begins with the introduction of reports of SIX sectional meetings held on 28th June 2013 at the Multi purpose hall, ‘0’ Floor Auditorium VS Bbavan and C Block Auditorium. Com. D.K Kharol, M. Johnson, K.G.Bilaskar, S. Krishnan, JVSR Krishna and A. Sreedharan presented the reports on Work Assistant, Auxiliary Staff, Administration – Accounts - Purchase - Store Staff, RTC Staff, Scientific Assistants and Technical Staff respectively.

Meeting adjourned for Tea.

        After the tea break the fourth session started with the discussion on SIX sectional reports and various delegates participated in the discussion of all reports presented by the co coordinators of six sectional meetings.

        In reply to the discussion Secretary General NFAEE informed that all the suggestions came in the sectional meetings as well as in the discussion held after the presentation of the reports in the convention shall be noted and considered in the next working committee meeting to update the charter of demand and based on that the modified charter shall be submitted to the department.

However a resolution is presented in the convention and adopted to resolve to the department to settle all anomalies and discrepancies and suggestions placed as the annexure of the resolution through bilateral discussion.

        Com. PM. Worlikar Secretary Staff side addressed the session. A note prepared by Com. A. Sathashivam President NFAEE was circulated to all participants.

        Com. A Sreedharan proposed the names of the Joint Council of Action for DAE – NPCIL – AIDED INSTITUTIONS – BHAVINI as follows:
