Sub: Anomalies on CCS (Revised Pay) Rules 2008.

 

   Dear Comrade,

 

        The General Council meeting of our Federation is scheduled to be held on 4th &5th April 2009 in Kolkotta in which NFAEE finalise the note on anomalies arised due to the implementation of CCS (Revised Pay) Rules 2009. However we would like to bring to the notice of the Confederation the following issues are to be look into:

 

1.     DATE OF INCREMENT:

 

By keeping increment rate as 1st July of every year, the employees are in loss while pay fixing on promotion on different rate. To overcome the loss, date of increment should keep two occasions in a year or give away the six month criteria for getting the next increment for the first time after promotion or recruitment.

 

2.     FIXATION ANOMALIES:

 

As six month of the criteria for getting next increment, the employees who are getting promotion on different dates are in loss for their pay on fixation.

 

3.     UPGRADATION OF PAY SCALES:

 

As per CCS (Revised Pay Rules) wherever the Pay scale is upgraded, while revising the pay the shall be determined by multiplying the basic pay in the pre existing pay scale by 1.86 and adding the grade pay in the upgraded pay scale by which employees are in loss. To overcome before revising the pay as per the CCS (Revised Pay) Rules, the pre revised pay should be revised next stage in the upgraded pay scales then corresponding pay should be given in the revised pay.

 

   

4.      FIXATION OF PAY ON PROMOTION:

 

Fixation of pay on promotion into the next grade is being done by adding one additional increment in the existing pay and then adding the grade pay of the promoted grade. By which in certain cases the minimum pay of the promoted post is not getting to the employees in service where as the new recruits may get higher pay.

 

5.     PAY FOR NEW RECRUITS IN THE MERGED PAY SCALES:

 

As the Pay scales Rs5000-8000, 5500-9000 has being merged, the employees who appointed after 01.01.2006 in the pay scale of Rs 5500-9000 are given pay at the time of appointment equivalent to the minimum pay on Rs5000 and not that of Rs5500. Thus instead of Rs10230 as the basic pay such employees are given the basic pay as Rs9300. There are similar cases in other grades also.

  

6.     ELIGIBILTY ON LTC:

 

As per the new revised guidelines, the employees having the grade pay of Rs4200 are eligible to travel on LTC in AC 2 Tier. By merging the pay scales of Rs5000 – 8000 and Rs5500 – 9000 given the same grade pay of Rs4200.But the employees in the pre revised pay of Rs5000 – 8000 are denied the option to travel in AC 2 Tier. 

 

7.     ELIGIBILTY OF DEPARTMENTAL ACCOMMODATION:

 

The Ministry of Urban & development revised the criteria for eligibility of various categories of Departmental accommodations, by which the criteria for various categories shall be determined based on the grade pay. Based on the existing rules, upto Type VI departmental accommodations are allotted base don the service seniority with by reaching certain pay for each category and hence irrespective of the grade, an employee who reached the entitled pay considered for allotment of departmental accommodation.

 

By introducing the Grade Pay as criteria the employees who have higher pay shall not be considered for movement to higher type accommodation because of not reaching the particular grade pay.
