Sub: Recommendations of Sixth Central Pay Commission – Reg.

Dear Shri Umraomalji.

This is in continuation our earlier letter No. nfaee/sg/08/61 dated 22.05.2008 related to the recommendations of Sixth Central Pay Commission and the discussion held with the Government. In this regard on behalf of National Federation of Atomic Energy Employees we would like to bring the following in addition to the earlier suggestions/comments we placed before you through our letter referred above:

1. Minimum Wage:

In the standing committee meeting and in the meeting with the Cabinet Secretary the staff side clarified clearly what should be the minimum pay to the government employees either by considering the Need Based Minimum Pay as per the 15th ILC norms or by the methodology adopted by Fifth Central Pay Commission as per the increase in the National Net Product. As per the re-calculation being done by the Staff side the minimum pay as per the need based pay as per 15th ILC norms shall be Rs 7800/- and based on the increase in National Net Product it shall be Rs 7400/-.

2. Fitment formula:

By referring the above the multiple factor shall be 2.91, if the minimum pay is Rs 7400/- and the multiple factor shall be 3.05, if the minimum pay is Rs 7800/-. If this is the case, why we should demand the multiple factor shall be 2.625 in place of 2.91 or 3.05? What is the logic to demand the fitment formula based on multiple factor as 2.625? We feel that by raising such demand the leadership is trying to snatch away the right of the employees.

3. Up-gradation of pay of Group D Employees:

Once the multiple factor is ascertained as 2.91 or 3.05, then the pay equivalent to upgraded pay scale of Rs 2750/- shall be calculated by multiplying the multiple factor and Rs 2750/-. Thus the upgraded pay for Group D employees equivalent to Rs 2750/- shall be either Rs. 8000/- or 8400/-.

4. Ratio between minimum & maximum pay:

Another area of concern is the demand what we raised to maintain the ratio while the submission of suggestions to Sixth Central Pay Commission and when the report comes out, not to insist to protect the ratio by showing reluctance to compare the pay structure suggested by SCPC to Group D employees and that of the Secretary, Cabinet Secretary and other senior Group A post. In our submission to the Pay Commission by comparing the pay of entry grade Group D post to the Cabinet Secretary only we came to the conclusion of the ratio should be 1:12. Then why we should hesitate to add the same in the charter of demand to maintain the ratio. That too when the Pay Commission sarcastically quoted that the demand of the staff side to maintain the ratio of 1:12 was accepted by the pay commission by considering the proposed pay equivalent to Group C entry Grade (Rs 2750/-) and that of Secretary of the Ministry/Department (Rs. 26000/-). In fact the existing ratio of the pay of these two posts is 1:9.45. How smartly the Pay Commission fooled us? Even then we are not ready to react. It is nothing but a pathetic condition of the leadership.

5. Impact of the DA based on the Consumer Price Index as per the base Year 2001

If the present Pay structure continues with DA merger as and when merged the DA crosses 50%, by 2012 or even before, the pay in the proposed Pay structure shall be less than the Pay in the existing Pay. This anomaly too should be considered while fixing the Pay structure so that the pay should not be less than the pay as per the present pay structure.

We hope that the Staff side leadership will consider the above mentioned points in the negotiation for the betterment of the whole Central government Employees.
